The Fourteenth Amendment to the United States Constitution states that:"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

Roe v. Wade (410 U.S. 113) was a 1973 United States Supreme Court case that resulted in a landmark decision about abortion on demand.  According to the Roe v. Wade decision, most laws against abortion in the United States violated a constitutional right to privacy under the Due Process Clause of the Fourteenth Amendment. This decision overturned all federal and state laws outlawing or restricting abortion. Roe v. Wade is one of the most controversial and politically significant cases in U.S. Supreme Court history.

Abortion Non-Discrimination Act of 2011
Support (H.R.361 & S.165). Why? Because these bills would amend the Public Health Service Act to codify provisions that prohibit the federal government and any state or local government that receives federal financial assistance from subjecting any health professional, a hospital, a provider sponsored organization, a health maintenance organization, an accountable care organization, a health insurance plan, or any other kind of health care facility, organization, or plan to discrimination on the basis that the entity refuses to participate in abortion-related activities.
Child Custody Protection Act
Support (S.167). Why? Because this bill would amend the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor's state of residence that requires parental involvement in the minor's abortion decision).
Child Interstate Abortion Notification Act
Support (H.R.2299, S.1241). Why? Because these bills would amend the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision).
Common Sense Health Reform Americans Actually Want
Support (H.R.364). Why? Because this bill would repeal the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, effective as of their enactment. Restores provisions of law amended by such Acts.
Compassionate Assistance For Rape Emergencies Act
Oppose (H.R.1724). Why? Because this bill would provide for the provision by hospitals receiving Federal funds through the Medicare Program or Medicaid Program of emergency contraceptives to give the "morning-after pill" in the emergency room to women who claim they are a victim of sexual assault in order that they can abort the possibility of an unintended pregnancy within 72 hours of the reported assault.
Empowering Patients First Act
Support (H.R.105). Why? Because this pending health care bill would repeal the Patient Protection and Affordable Care Act and the health care provisions of the Health Care and Education and Reconciliation Act of 2010. In addition, no funds authorized under this Act may be used to pay for any abortion on demand. Also, this bill would require that any Federal agency or program, State or local government that receives Federal financial assistance, may not subject any individual or institutional health care entity to discrimination on the basis that the health care entity does not provide, pay for, provide coverage of, or refer for abortions.
Ethical Stem Cell Research Tax Credit Act of 2011
Support (S.88). Why? Because this bill would amend the Internal Revenue Code to allow a tax credit for 30% of qualified stem cell research expenses paid or incurred in a taxable year. Prohibits a tax credit for any research expenses that may involve: (1) the creation of a human embryo for research purposes; (2) the destruction of or discarding of, or risk of injury to, a human embryo; or (3) the use of any stem cell for prohibited purposes.
Global Sexual and Reproductive Health Act of 2011
Oppose (H.R.1319). Why? Because this bill will authorize the President to provide assistance to support the achievement of universal access to sexual and reproductive health in developing countries and to ensure that individuals and couples can freely and responsibly determine the number, timing, and spacing of their children and have the means to do so. Over-all, the main four points in this bill promotes the availability of abortion services in developing countries.
Heartbeat Informed Consent Act
Support (H.R.3130). Why? Because this bill would ensure that women seeking an abortion receive an ultrasound and an opportunity to review the ultrasound before giving informed consent to receive an abortion. In addition, the Congress confirms the following information in this bill as follows: (1) The presence of a heartbeat in a woman's unborn child will be a material consideration to many women contemplating abortion. (2) The presence of a heartbeat in a woman's unborn child is a developmental fact that illustrates to the woman that her baby is already alive. (3) On about the 21st or 22nd day after fertilization the heart of an unborn child begins to beat.

Indian Healthcare Improvement Act Of 2011
Support (H.R.536). Why? Because this bill would reaffirm the existing amendments to the Indian Health Care Improvement Act and certain other provisions of law relating to health care for Native Americans. In addition, this bill will prohibit federal funds provided by those amendments from being used to pay for any abortion or to cover any part of the costs of any health plan that covers abortion, except when a women's life would otherwise be endangered or the pregnancy is the result of rape or incest.
Informed Choice Act
Support (H.R.165). Why? Because this legislation would allow the Secretary of Health and Human Services to make grants to nonprofit community based pregnancy help medical clinics for the purchase of ultrasound equipment. In return, these clinics would have to provide information on alternatives to abortion, such as childbirth and adoption, and information concerning public and private agencies that would assist in those alternatives.

Life at Conception Act
Support (H.R.374 & S.91). Why? Because these bills declare that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, and other moment at which an individual comes into being.
No Taxpayer Funding for Abortion Act
Support (H.R.3 & H.RES.237, S.906). Why? Because these bills would prohibit the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law (federal funds) for any abortion. Update: Passed/agreed to in House by a recorded vote: 251 - 175 on May 4, 2011. Placed on Senate Legislative Calendar under General Orders. Calendar No. 40. on May 9, 2011.
Pregnant Women Health and Safety Act
Support (S.121). Why? Because this bill would subject any physician who knowingly performs an abortion in violation of this Act to fines and/or imprisonment.
Protect Life Act
Support (H.R.358, H.RES.430, S.877). Why? Because this bill would amend the Patient Protection and Affordable Care Act (PPACA) to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Update: Passed/agreed to in House by a recorded vote: 251-172 on October 13, 2011. Received in the Senate and Read twice and referred to the Committee on Finance on October 17, 2011.
Providing For The Consideration Of H.R. 3
Support (H.RES.237). Why? Because this House Resolution provides for the consideration of the bill (H.R. 3) to prohibit taxpayer funded abortions and to provide for conscience protections, and for other purposes.
Reform Americans Can Afford Act Of 2011
Support (H.R.397). Why? Because this bill would repeal the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, effective as of their enactment. Restores provisions of law amended by such Acts.
Repeal The Job-Killing Health Care Law Act
Support (H.R.2, H.R.141, H.R.145, H.Res.26 & H.Res.9). Why? Because On Wednesday, January 19th, the U.S. House of Representatives voted 245-189 to repeal the Patient Protection and Affordable Care Act, effective as of its enactment. In addition, this bill will also prohibit taxpayer funding of abortions and provide conscience protections for health care providers. This bill is currently pending before the U.S. Senate, where senators in the democratic majority have promised to block its passage.
Sanctity Of Human Life Act
Support (H.R.212) Why? Because this bill would recognize the right to life of each human being begins with fertilization, cloning, or its functional equivalent, irrespective of sex, health, function or disability, defect, stage of biological development, or condition of dependency, at which time every human being shall have all the legal and constitutional attributes and privileges of personhood as guaranteed under under section 5 of the 14th article of amendment to the Constitution of the United States.
Sanctity Of Life Act Of 2011
Support (H.R.1096). Why? Because this bill deems human life to exist from conception, without regard to race, sex, age, health, defect, or condition of dependency and requires that the term "person" include all such human life. Recognizes that each state has authority to protect the lives of unborn children residing in the jurisdiction of that state.
Taxpayer Conscience Protection Act of 2011
Support (H.R.593). Why? Because this bill will direct each state that makes a Medicaid payment from federal funds during the fiscal year for any items or services furnished by an abortion provider to: (1) report to the Secretary of Health and Human Services (HHS) on all such payments, and (2) publish the report on a public Internet website of the state.
Taxpayers' Freedom of Conscience Act Of 2011
Support (H.R.1099). Why? Because this bill will prohibit any Federal official from expending any Federal funds for any population control or population planning program or any family planning activity.
Title X Abortion Provider Prohibition Act
Support (H.R.217) Why? Because this bill would amend title X of the Public Health Service Act to prohibit family planning grants from being awarded to any entity that performs abortions, and for other purposes.

Title X Family Planning Act
Support (S.96). Why? Because this bill would amend the Public Health Service Act to prohibit federal family planning funds from being awarded to any grantees who perform abortions or whose subgrantees perform abortions, except where a woman suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the woman in danger of death unless an abortion is performed. (Current law prohibits such funds from being used in programs where abortion is a method of family planning.)
To Amend The Internal Revenue Code Of 1986
Support (H.R.1232). Why? Because this bill would amend the Internal Revenue Code to disallow: (1) a medical tax deduction for the expenses of an abortion, (2) the refundable tax credit for premiums paid under a qualified health plan which provides coverage for an abortion, and (3) the tax credit for the expenses of a small employer health insurance plan if such plan includes coverage for an abortion.
Unborn Child Pain Awareness Act of 2011
Support (S.314). Why? Because this amendment to the Public Service Act require that abortion providers to inform a pregnant woman that the abortion procedure causes an unborn child over 20 weeks and older pain AND that they would have the option of receiving pain reducing drugs administered directly to the child to reduce or eliminate the capacity of the unborn child to experience pain while they are being killed. This conflicting piece of legislation is currently pending before the U.S. Senate.
Welfare Reform Act of 2011
Support (H.R.1135 & H.R.1167). Why? Because these bills would prohibit the expenditure for abortions, with certain exceptions, of any funds authorized or appropriated by federal law, and funds in any trust fund to which funds are authorized or appropriated by federal law. These bills will also prohibit the funding for health benefits plans that cover abortion and prohibit the allowance of any tax credit with respect to amounts paid or incurred for an abortion or with respect to amounts paid or incurred for a health benefits plan (including premium assistance) that includes coverage of abortion.
