First Amendment to the United States Constitution
"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or of the people peaceably to assemble, and to petition the Government for a redress of grievances."
The first amendment to the U.S. Constitution makes clear that every American citizen has the right "to petition the Government for a redress of grievances." What the first amendment leaves out is the method that every American is supposed to use to exercise that right. In addition only a small percentage of American’s understand how the U.S. Congress works and the process of how a pending bill becomes a law in the United States of America.
